Fiona Hill is a Foreign Policy Studies Fellow at the Brookings Institution. Previously she was Director of Strategic Planning at the Eurasia Foundation, and Associate Director of the Strengthening Democratic Institutions Project at the John F. Kennedy School of Government at Harvard University.
